You use the dynamic include method can achieve
<jsp:include page="include.jsp" flush="true"/>

I use <ui:include> tag contains a static pages to dynamic pages I, when I visited once the dynamic page, unless the launch project, otherwise, no matter how I update the static page, access to the page in the static part doesn't change, or am I the original unmodified static page.

That's because your tags, you can look at the label function, if there is no reload the changed pages, you will not be able to use UI tags. The above solution made, JSP Tags.
