HttpModule and HttpHandler request validation

With a HttpModule request in a ASP.NET4.0 MVC3, the specific request with a HttpHandler for processing. The question now is how to disable the HttpHandler request validation without closing the application request validation.?
I did a test, the use of < in web.config; page validateRequest= "false" > </page> invalid.

This property seems to be in the MVC ACTION, not the HttpHandler test is effective.
