Thanks two answer, I tried some URL can have. The URL is an URL address, I checked, if URL is a directory with the forms of a word seems to be wrong.

Use httpRequest.ClientCertificates.Add (New X509Certificate2 (cert_path, cert_password)); to load the ICBC to.Pfx certificate, all OK.
