Has nothing to do with 32bit or 64bit, usually tnsname.ora configuration error.

May be because you such environment, there are two oracle_home, leading to tnsnames.ora error

If you need to consider the configuration of the tns_admin specified in the tnsnames.ora directory

Estimation is the wrong path, with the server and client.
CMD, path, have a look at the front of the Oracle path corresponds to which, corresponding directory under the tnsnames file has no configuration item you want to connect
