How to let the webpage adaptive mobile phone screen resolution

I do feel webpage in different screen resolution display effect under different, now and what better way to solve this problem or not, can let the webpage adaptive screen resolution
And layout remain constant no matter how large screen display is the entire page zoom in or out after the layout
